Ingegnere is the Italian professional title for an engineer who has passed the Italian state examination and is entered on a provincial register. Mine is the Ordine degli Ingegneri della Provincia di Chieti, Section A, civil and environmental sector, number 2489, since 22 February 2021. I practise on my own, in Italy, under Italian law.

What I am, what I am not, and why the difference matters here
I am Ivan Nozzi, a civil engineer with a studio at Via Torre 168 in Torrevecchia Teatina, province of Chieti, Abruzzo. I graduated in civil construction engineering on 21 July 2020, sat the Italian state examination in Chieti later that year, and was entered on the register of the Ordine degli Ingegneri della Provincia di Chieti on 22 February 2021 under number 2489, Section A, civil and environmental sector. That registration is what allows me to design, sign and file work in Italy, and it is the only qualification I claim.
If you are buying in Abruzzo from abroad, there is one structural fact about the Italian transaction worth knowing early: nobody in it is obliged to tell you whether the building in front of you is lawful. The notary establishes who owns the property, what charges sit on it and that the deed recites a building title. The notary does not walk the house and compare what physically stands there with what the comune and the land registry hold on file. That comparison happens only if you engage someone to make it, and by the time most buyers think of it the compromesso is already signed.
I was registered recently, and I would rather write that plainly than pad it. What follows from it is part of what I am offering. You deal with me and only me: I take the call, I make the site visit, I write the report, I sign the filing. Nothing is delegated to a junior and nothing reaches you second-hand. The codes I work to — NTC 2018 for structures, DPR 380/2001 for permits, and the building regulation of the specific comune, which differs from one municipality to the next — are the ones currently in force, and I read them in their current text before I put a price on anything.
The limits matter as much as the scope, so I set them out before you engage me rather than after. Where a job needs a qualification I do not hold — a building under a heritage restriction, or an energy performance certificate, which in Italy may only be issued by an accredited certifier on a regional register and never by me — I say so at the first conversation and tell you who does hold it. That boundary is written into every written proposal I send, in the same list as the work itself.

Method
How an engagement is agreed, and what it costs to find out
An engagement with Ivan Nozzi starts with a conversation, by phone or at the studio in Torrevecchia Teatina, before any figure is quoted. Three things need to be established in it: where the property is, which stage you have reached — considering an offer, holding a signed compromesso, or already the owner — and which documents you already have, usually the land registry extract and floor plan, the title deed (atto di provenienza), and any building permits held by the seller.
A written proposal follows. It is not a price on a page. It sets the boundary of the work: every activity included, listed one by one, and beside it every activity excluded. If reading it changes your mind about the boundary, the proposal is rewritten before it is signed rather than amended afterwards.
Fees are agreed before any work begins, never estimated verbally and never settled at the end. Depending on the engagement they are a fixed fee per filing, or a percentage of the value of the works where the work follows a site over time. On top of the fee sit the 4% Inarcassa contribution and 22% Italian VAT. Municipal charges, registry search fees and stamp duties are disbursements made on your behalf and are shown separately, as exactly that.
Professional indemnity insurance is a legal requirement for an Italian professional practising individually. The details — insurer, policy number and limit of indemnity — are disclosed to you when the engagement is entered into, which is what the rule requires. They are not published on this page: the disclosure is owed to the client rather than to the internet, and a policy detail left on a website goes stale without anyone noticing.
I work in Italian: meetings, site visits and calls are held in Italian, and engagement proposals, contracts and technical reports are drawn up in Italian, the language that carries legal effect in Italy. Ivan Nozzi practises as an engineer individually, under VAT number 02717680694. EDIL NOZZI S.R.L. is a limited company with its own legal personality and its own VAT number, IT02760240693, registered at the same address, Via Torre 168, Torrevecchia Teatina (CH). The two cooperate, and this page states it openly so that you can weigh it. Awarding the construction works to that company is always your free choice and is never a condition of engaging me: ask, and I will name other contractors for you to compare, and if you appoint someone else my engagement is unchanged in scope, in timing and in fee. Works built by the company are not attributed to me and do not appear on this site as mine.

Four questions foreign buyers ask before engaging me
What can an ingegnere sign in Italy that a geometra cannot?
An ingegnere on Section A, civil and environmental sector, may design and sign civil works without the size and structural limits that Italian law places on the competence of a geometra, which is a separate Italian technical profession with its own register and examination. Structural calculation in reinforced concrete or steel for buildings occupied by people falls to engineers and architects (R.D. 274/1929 art. 16; Law 1086/1971). For routine maintenance, a measured survey or a land registry filing, a geometra is fully competent. The line is statutory, not a ranking.
Do you take work outside the province of Chieti?
Yes. Registration with the Ordine di Chieti identifies the professional body responsible for discipline, not a boundary on where I may practise; an engineer on the Italian register may accept instructions anywhere in Italy. Distance matters most for site supervision, which requires being physically on site repeatedly. For properties further from the studio, travel time and cost appear in the written proposal before you commit to anything.
How do I check that Ivan Nozzi is genuinely on the register?
The Italian engineers' register is public and needs no permission from me. The Consiglio Nazionale degli Ingegneri maintains the national register, the Albo Unico: search the surname Nozzi under the Ordine of the province of Chieti and you will find Section A, civil and environmental sector, number 2489. The VAT number 02717680694 can be checked through the Italian Revenue Agency and the EU VIES service. Do it before you write to me.
